Permanent Residence for Overseas Chinese Working in National Key Development zones, ″Double Innovation″ Areas

I. Application Requirements
Immediately preceding the application date, foreign nationals of Chinese descent who have continuously worked for at least 4 years in national key development zones (including Shanghai Pudong New Area (China (Shanghai) Pilot Free Trade Zone), Zhangjiang National Independent Innovation Demonstration Zone?, Lin-Gang Special Area of China (Shanghai) Pilot Free Trade Zone, Hongqiao International Central Business District, Demonstration Zone of Green and Integrated Ecological Development of the Yangtze River Delta, Yangtze River Delta G60 Science and Technology Innovation Corridor, etc.) or in “Mass Entrepreneurship and Innovation” demonstration bases (referred to as “Double Innovation”) established with the approval of the State Council, possess a good tax payment record, have cumulatively resided in China for no less than 6 months each year, comply with Chinese laws, are in good health, and have no criminal record, may apply for permanent residence for foreigners.
The foreign spouses and unmarried children under the age of 18 of the afore mentioned individuals, who comply with Chinese laws, are in good health, and have no criminal record, may apply for permanent residence in China together with the principal applicant.
II. Application Procedures
1. Documents to Be Submitted by Overseas Chinese Working in the National Key Development Zones, ″Double Innovation″ Areas (Principal Applicant):
(1) A duly completed Application Form for Permanent Residence in China and two recent 2-inch identification photographs (See Notes below).
(2) The original valid passport and work residence permits issued for continuous employment in the National Key Development Zones or “Double Innovation” Areas during the 4 years immediately preceding the application date, together with 2 photocopies thereof.
(3) The original Chinese ID documents and 2 photocopies, such as a former Chinese passport, ID card, household registration Booklet (or proof of household registration cancellation), or other materials verifying the applicant's former Chinese nationality, or a letter of certification for overseas Chinese issued by the Shanghai Overseas Chinese Affairs Department.
(4) The original “Certificate of Permanent Residence Application for Overseas Chinese” issued by the administrative department of the National Key Development Zone or the “Double Innovation” Areas, together with 1 photocopy thereof.
(5) The original foreigner work permits for the 4 continuous years immediately preceding the application date, along with 2 photocopies thereof, and 2 printed copies of the information contained within the permit's QR code, or 2 printed copies of the electronic work permit information.
(6) The original employment verification letter issued by the employer, together with 1 photocopy thereof.
(7) The duplicate of the Business License or relevant registration, online annual reports for the past 4 years, the original Approval Certificate of Foreign-Invested Enterprise or the Filing Receipt for Changes of foreign-invested Enterprise and online joint annual reports for the past 4 years ( if available, domestic enterprises are exempt), along with 2 photocopies thereof.
(8) The original individual income tax certificate issued by the Shanghai tax authorities, verifying continuous payment of individual income tax for the 4 years immediately preceding the date of application, together with 1 photocopy thereof.
(9) The original health certificate issued by the domestic entry-exit inspection and quarantine department, and 1 photocopy. The original health certificate issued by the domestic exit-entry inspection and quarantine department, together with 1 photocopy thereof. The certificate shall remain valid within 6 months from the date of issuance.
(10) The original foreign certificate of no criminal record, authenticated by the Chinese embassies or consulates abroad, together with 1 photocopy thereof. The certificate shall be issued by a national-level competent authority, clearly state the verification regarding the applicant's criminal record status and bear a name consistent with the applicant’s valid passport. If the applicant has changed their name, all former names shall be indicated on the certificate. Applicants who have held dual or multiple nationalities after reaching the age of 18 shall provide certificates of no criminal record from all countries of nationality.
The certificate of no criminal record shall remain valid within 6 months from the date of issuance (if the validity period is less than 6 months specified therein, such period shall prevail).
(11) The original certificates of no criminal record issued within China, together with 1 photocopy thereof (shall include all foreign passport numbers used by the applicant during their period of residence in China). The certificate shall remain valid within 3 months from the date of issuance.
2. Documents to Be Submitted by Spouse:
(1) A duly completed Application Form for Permanent Residence in China and two recent 2-inch identification photographs (See Notes below)
(2) The original valid passport and valid visa (or residence permit), together with 2photocopies thereof.
(3) The original certificate of marriage relationship and 2 photocopies thereof. If issued abroad, the certificate shall be authenticated by Chinese embassies or consulates abroad and shall remain valid within 6 months from the date of issuance. Additionally,2photocopies of the ID documents used at the time of marriage registration shall also be submitted.
(4) The original health certificate issued by the domestic exit-entry inspection and quarantine department, together with 1 photocopy thereof. The certificate shall remain valid within 6 months from the date of issuance.
(5) The original foreign certificate of no criminal record, authenticated by the Chinese embassies or consulates abroad, together with 1 photocopy thereof. The certificate shall be issued by a national-level competent authority, clearly state the verification regarding the applicant's criminal record status and bear a name consistent with the applicant’s valid passport. (6) The original certificates of no criminal record issued within China, together with 1 photocopy thereof (shall include all foreign passport numbers used by the applicant during their period of residence in China). The certificate shall remain valid within 3 months from the date of issuance.
2. Documents to Be Submitted by Children under the age of 18:
(1) A duly completed Application Form for Permanent Residence in China and two recent 2-inch identification photographs (See Notes below)
(2) The original valid passport and visa (or residence permit), together with 2 photocopies thereof.
(3) The original birth certificate (or certificate of parental relationship, or adoption certificate; for children born out of wedlock, a paternity test certificate issued by a judicial appraisal institution within China for both parents and the child shall be submitted), together with 2 photocopies thereof.
(4) The original ID documents of both parents, and 2photocopies thereof (if either parent is a resident of the Chinese mainland with household registration, the Resident ID Card and Household Registration Booklet shall be submitted).
(5) The original certificate of marriage relationship of the parents and 2 photocopies thereof (if the parents are divorced, provide proof that the principal applicant has sole guardianship of the child, such as a court judgment).
(6) If one or both parents were Chinese nationals at the time of the child’s birth, nationality determination procedures shall be completed prior to submission of the application.
★Notes
(1) Applicants who have reached the age of 18 shall appear in person to submit the application. For applicants under the age of 18, both parents shall appear together for the application (in case the parents are divorced, the parent having sole guardianship may apply on behalf of the applicant).
(2) The applicant shall have a digital identification photograph taken at a designated social service photo station within the Exit-Entry Administration service site of Shanghai and shall provide the digital photo receipt (valid for 3 months from the date of capture). In addition, two recent 2-inch identification photographs shall also be provided. The photographs shall be full-face, bareheaded color images with a white background, measuring 48mm x 33 mm. The width of the subject’s face shall be no less than 18mm±1mm. The top of the hairline shall be positioned 1.5mm to 2.5mm from the upper edge of the photograph. The lower position of the image shall ideally show the full shirt collar tips or the collarbone.
(3) The applicant shall have simultaneously satisfied relevant conditions such as place of employment and duration of residence for the 4 consecutive years immediately preceding the date of application. For applicants who previously held Chinese nationality, the calculation of the duration of marriage and residence shall commence from the date on which Chinese nationality was confirmed as terminated pursuant to the Nationality Law of the People's Republic of China.
(4) At the time of submission, the valid visa (or residence permit), Business License of the enterprise, Certificate of Legal Person for Public Institutions, High and New Technology Enterprise Certificates, and other relevant documents shall remain valid for no less than 6 months. If the validity period is less than 6 months, supplementary materials may be provided and updated during the subsequent review process to avoid affecting the review and approval.
(5) Applicants who have changed their nationality shall submit proof of nationality change. Applicants who previously held Chinese nationality shall also provide their original Chinese private passport, proof of foreign permanent residence (those who acquired foreign nationality while holding a Chinese official passport shall first complete renunciation procedures), proof of cancellation of household registration, and proof of cancellation of original Chinese identity documents (including Chinese Resident ID cards, Chinese exit-entry documents, etc.). Former Hong Kong, Macau, or Taiwan residents shall additionally submit proof of non-Chinese nationality (children of Hong Kong, Macau, or Taiwan residents shall provide proof of non-Hong Kong, Macau, or Taiwan resident status). When necessary, certificates issued abroad shall be authenticated by Chinese embassies or consulates abroad.
(6) Applicants whose names have been changed shall provide the original name change certificate or other proof demonstrating that the former and the current names refer to the same name person, together with 2 photocopies thereof.
(7) Materials in foreign languages shall be translated into Chinese by a qualified domestic translation company and affixed with the company’s official seal. Additionally, a photocopy of the translation company’s business license shall also be provided.
(8) If the applicant request that a Chinese name be printed on the Foreigner Permanent Residence ID Card, the applicant shall specify in the “Other issues to be explained” section of the Application Form: “ Need to print Chinese name on the card”. The Chinese characters used shall comply with the General Standard Chinese Character Table. For applicants who previously held Chinese nationality, their original Chinese name shall be added in principle. For applicants from countries with Chinese character usage (e.g., Japan, South Korea, Singapore, Malaysia) who possess Chinese character names, the corresponding standardized Chinese characters shall be adopted. Once a Chinese name is added to the Permanent Resident Card, it shall not be altered in principle. If alteration is absolutely necessary, proof of name change issued by a relevant domestic or foreign government authority shall be provided.
(9) Certificates issued abroad - including certificates of no criminal record, marriage certificates, birth certificates, certificates of kinship, adoption certificates, name change certificates, and other relevant documents issued abroad - shall be issued by the competent authorities of the relevant country and authenticated by the Chinese embassy or consulate therein.
If the issuing country is a contracting state to the Convention Abolishing the Requirement of Legalization for Foreign Public Documents (hereinafter referred to as “Apostille Convention”), and an Apostille has been duly affixed and verified, consular authentication shall be exempted.
For non-contracting states or where the Apostille does not apply, consular authentication shall remain available (if the certificate authenticates materials issued by the relevant government authorities of the country of origin in China, such authenticated materials shall be attached, and the certification shall confirm the authenticity of the documents. Certificates merely stating “the photocopy conforms to the original” or authenticating personal declarations shall not be accepted).
(10) If Exit-Entry Administration Bureau of the public security organ deems it necessary to conduct an interview with the applicant or require supplementary materials, the applicant shall cooperate accordingly. Failure to attend the interview or submit the required materials within the prescribed time limit, except due to force majeure, shall result in revocation of the application.

Time for Processing:
The application shall be handled and reported to the Ministry of Public Security in 90working days after all the required documents are submitted (Time for investigation is excluded if some items need to be investigated by the Public Security Bureau).
