Online Application of Foreign Talents

1、High-level foreign talents introduced by the Chinese government (Talents and their family members)：Submit original and photocopy of a high-level foreign talent recognition certificate issued by relevant departments such as the Organization Department of the Central Committee of the CPC, Ministry of Human Resources and Social Security, or State Administration of Foreign Expert Affairs;

2、High-level talents recognized by the competent department of human resources in Shanghai shall submit the original Recommendation Letter for High-level Foreign Talents Applying for Residence Permits for Work (Talent) in Shanghai, or Recommendation Letter for Overseas High-level Talents provided by Shanghai Human Resources and Social Security Bureau;

3、Senior industry professionals employed by organizations included in the Shanghai sci-tech innovation occupation list (Talents and their family members): Submit senior industry professional recommendation letter issued by the organization;

4、Foreign experts with a master's degree or above (Talents and their family members): Submit original and photocopy of the master's degree certificate or above. (If the certificate is issued by a domestic educational institution, the entry-exit administration may, as it deems necessary, require the applicant to have the certificate certified on the China Credentials Verification website (chsi.com); if the certificate is issued by an overseas educational institution, it must be certified by a certification institution designated by the national education authorities or by a Chinese embassy or consulate abroad; if the certificate is not in Chinese, a Chinese translation issued by a qualified domestic translation institution is required.);

5、Foreign talents who had residence permits for work (marked "talent") issued by Shanghai exit-entry administration, or who enters China holding R visa (Talents and their family members): Submit original passport containing residence permits for work (marked "talent") or R visa page;
