1. Eligible applicants for port visa
Invited foreign nationals urgently coming to China for non-diplomatic or
non-official activities, such as business cooperation, visit exchanges,
employment, visiting relatives, handling personal affairs, and talents
employed by domestic enterprises and institutions, who do not have
sufficient time to obtain a visa overseas, may apply for a port visa.
2. Application materials for different kinds of port visas
I. Application materials for F (Visitor) Visa
(1) A copy of the applicant's valid passport or other international travel
document (the copy of the whole document, including blank pages);
(2) Port Visa Application Letter issued by the inviting entity;
(3) Business license of the inviting entity (institutions or groups shall
provide the organization code certificate);
(4) Detailed itinerary in China;
(5) Approval letter from the competent department on the holding of
the event;
(6) Other relevant materials deemed necessary by the Shanghai Port Visa
Authority.
II. Application materials for M (Business) Visa
(1) A copy of the applicant's valid passport or other international travel
document (the copy of the whole document, including blank pages);
(2) Approval letter from the competent authority or the Port Visa
Application Letter issued by the inviting entity;
(3) Business license of the inviting entity (institutions or groups shall
provide the organization code certificate);
(4) Itinerary of related activities in China
(5) Invitation letter issued by the inviting entity (both paper or
downloaded from email are accepted);
(6) Other relevant materials deemed necessary by the Shanghai Port Visa
Authority.
III. Application materials for R (Talent) Visa
(1) A copy of the applicant's valid passport or other international travel
document (the copy of the whole document, including blank pages);
(2) Port Visa Application Letter issued by the inviting entity;
(3) Business license of the inviting entity (institutions or groups shall
provide the organization code certificate);
(4) Certification materials of foreign talents
◆For the applicant who is a foreign talent recognized by the talent
competent department (including the national talent competent
department and the provincial and municipal talent competent
department), the applicant shall submit the certification materials issued by the talent competent department;
◆For the applicant who is recognized as a foreign talent according to
market standards, the applicant shall submit certification materials of
annual salary of 600,000 yuan (before tax) or individual income tax of
over 120,000 yuan
◆ For the applicant who is invited by an enterprise listed in the Science
and Technology Innovation Occupations List to work as a foreign talent,
the inviting organization should provide a certificate of talent
employment
◆ For the applicant who is a foreign talent with a master's degree or
above, the applicant shall present the certificate of master's degree or
above;
◆ For the applicant who is hired or invited by enterprises within
'Shanghai Free Trade and Shanghai Zhangjiang National
Independent Innovation Demonstration's Zones, 'Mass Entrepreneurship
and Innovation's demonstration base enterprises, Shanghai higher
education institutions, or research institutes as foreign talent, the
applicant shall submit a talent recommendation letter issued by one of
the aforementioned entities. Additionally, for foreign talent employed or invited by enterprises within the 'Shanghai Free Trade and Shanghai
Zhangjiang National Independent Innovation Demonstration's Zones or
the 'Mass Entrepreneurship and Innovation' demonstration base area,
certification of the entity's qualifications within the jurisdiction issued by the relevant management department in the park is also required;
(5) Other relevant materials deemed necessary by the Shanghai Port Visa
Authority.
IV. Application materials for Z (Work) Visa
(1) A copy of the applicant's valid passport or other international travel
document (the copy of the whole document, including blank pages);
(2) Port Visa Application Letter issued by the inviting entity;
(3) Business license of the inviting entity (institutions or groups shall
provide the organization code certificate);
(4) Foreigners who are engaged in long-term work tasks shall submit a
valid Employment Permit for Foreigners or a Work Permit for Foreigners
in China issued by the Ministry of Human Resources and Social Security;
(5) Foreigners who are engaged in short-term work tasks (staying in
China for less than 90 days) shall submit the following materials
according to different entry purposes:
◆ Personnel who work for domestic partners to complete technical,
scientific research, management, guidance, and other work; Shooting
films (including advertising films and documentaries); Fashion shows
(including car models, print advertising, etc.); for other cases recognized by the Ministry of Human Resources and Social Security, valid Work Permits for Foreigners in China and short-term work certificates issued by the Ministry of Human Resources and Social Security shall be
submitted;
◆ Those who engage in foreign-related business performances shall
submit the approval documents issued by the competent cultural
department and the short-term work certificate in China;
◆Foreigners who come to China to conduct trials at sports organizations
(including coaches and athletes) shall submit a trial contract and a
certificate issued by the sports authority.
(6) Other relevant materials deemed necessary by the Shanghai Port Visa
Authority.
V. Application materials for S2 (Personal Affairs) Visa (General)
(1) A copy of the applicant's valid passport or other international travel
document (the copy of the whole document, including blank pages);
(2) Personal materials
◆ For those who come to China for family reunion visits, applicants shall
submit the following documents: Passport, Residence permit, Proof of
Family Relationship of the foreigner residing in China(if unable to
provide, a declaration of family relationship can be used instead), and
Invitation Letter for an emergency visit to China;
◆ For those who come to China to visit critically ill patients or attend a funeral, applicants shall submit the following documents: Proof of Family Relationship (if unable to provide , a declaration of family relationship can be used instead), a critical illness notice, or a death certificate issued by the hospital;
◆ For those who come to China to receive medical services, applicants
shall submit the following documents: a certificate of appointment for
diagnosis and treatment or a certificate of consent to hospitalization
issued by a hospital at or above the county level, or a hospital of
first-grade on the second level;
◆For those who come to China to handle marital affairs,applicants shall
submit the following documents: For those coming to China for marriage,
submit proof of single status for both parties, the identity certificate of the inviter, residence certificate, and invitation letter for an emergency visit to China; for those coming to China to handle divorce affairs, submit the marriage certificate, the identity certificate of the inviter, residence certificate, the relevant litigation or agreement documents, and the invitation letter for an emergency visit to China;
◆ For those who come to China to handle inheritance or gift affairs: For
those coming to China to handle inheritance affairs, submit the following
documents: an identity certificate of the inviter, residence certificate, and relevant certification materials for handling inheritance affairs (Such as death certificate, posthumous note, and other inheritance legal
documents of the decedent), and invitation letter for an emergency visit
to China; for those coming to China to handle gift matters, submit the
identity certificate of the inviter, residence certificate, relevant
notarization and correspondence and telegram materials, and invitation
letter for an emergency visit to China.
◆ For those who come to China to handle adoption affairs, applicants
shall submit the following documents: the identity certificate of the
inviter, residence certificate, adoption certificate or certificate of
termination of adoption issued by the civil affairs department of the
adoptee's place of origin, and invitation letter for an emergency visit to China;
(3) Other relevant materials deemed necessary by the Shanghai Port Visa
Authority.
VI. Application materials for S2 (Personal Affairs) Visa (Science and Technology Innovation)
(1) Housekeeping service
◆ A copy of the applicant's valid passport or other international travel
document (the copy of the whole document, including blank pages);
◆Submit the employer's identity certificate:
(I) For employers who are high-level talents holding a Permanent
Residence ID Card, submit a copy of the talent’s passport, Permanent
Residence ID Card, and the relevant certificate for foreign talent
recognition;
(II) For employers who are high-level talents holding a Work Residence
Permit, submit a copy of the talent’s passport and valid Work
Residence Permit, and the relevant certificate for foreign talent
recognition(those who hold a Work Residence Permit endorsed with
"Talent" may be exempted from providing this
documentation);
(III) For employers who are high-level talents from Hong Kong, Macau, or
Taiwan, a copy of Mainland Travel Permit for Hong Kong and Macau
Residents or Mainland Travel Permit for Taiwan Residents shall be
submitted, as well as a copy of Shanghai Residence Permit (Type B) valid
for three years or more.
◆Employment contract and related financial guarantee certificate
(Deposit Certificate with CNY 20,000 or above in China under the
Employer’s name);
◆Port Visa Application Letter issued by the employer;
◆Other relevant materials deemed necessary by the Shanghai Port Visa
Authority. (2) Internship
◆Internship agreement (Letter of Intent)
◆ Port Visa Application Letter issued by the inviting entity;
◆ Letter of Economic Guarantee for Foreign Students Coming to
Shanghai for Short-Term Internships issued by the inviting entity or the
Deposit Certificate with CNY 20,000 or above in China under the
intern’s name.
◆Other relevant materials deemed necessary by the Shanghai Port Visa
Authority. VII. Application Materials for Q2 (Reunion) Visa
(1) A copy of the applicant's valid passport or other international travel
document (the copy of the whole document, including blank pages);
(2) Personal materials
◆ For those coming to China for family visits, submit identity certificate of their Chinese relatives (valid Resident Identity Card or Household Register, Taiwan Compatriot Permit, Mainland Travel Permit for Hong Kong and Macau Residents or Mainland Travel Permit for Taiwan
Residents, etc.) or the passport and Permanent Residence ID Card of a
foreign relative permanently residing in China, along with a kinship
certificate (if unable to provide, a declaration of family relationship can be used instead), and the invitation letter for an emergency visit to China;
◆For those who come to China to visit critically ill patients or attend a funeral, submit proof of family relationship (if unable to provide, a
declaration of family relationship can be used instead ), a notice of
critical illness or death certificate issued by the hospital;
(3) Other relevant materials deemed necessary by the Shanghai Port Visa
Authority.
3. Application methods
1. On-site application: Foreigners should prepare all the application materials required for a port visa and directly submit the application to the Shanghai Port Visa Authority upon arrival at Shanghai Port.
2. Offline pre-application: The inviting entity (inviter) of Shanghai shall apply to the Shanghai Port Visa Authority in advance on behalf of the foreign nationals invited. All the application materials shall be carried to the Port Visa Reception Room of Shanghai Pudong Airport (Africa Street, near South Wuzhou Road) and the Port Visa Reception Room ofShanghai Hongqiao Airport (International Arrival Floor of Terminal 1) for submission.
3. Online pre-application: The inviting entity (inviter) of Shanghai can apply in advance on behalf of the invited foreign nationals in the"GOVERNMENT ONLINE-OFFLINE SHANGHAI" platform of the Shanghai Municipal Government or the "port visa" column on the Online platform for Government Affairs of Exit-Enter Administration Corps of Shanghai Municipal Public Security Bureau. Application templates for the required Port Visa Application Letter and Letter of Economic Guarantee for Foreign Students Coming to Shanghai for Short-Term Internships can be requested by sending an email to shcrj3@163.com.
