Permanent Residencefor Foreign Doctoral Degree Holders 外籍博士申请永久居留
I. Application Requirements
Foreign nationals working in Shanghai who hold a doctoral degree, abide by Chinese laws, are in good health, have no criminal record, and meet one of the following conditions may apply for permanent residence in China:
1. Have worked in China for the three consecutive years immediately preceding the application, with an annual salary income for each of those three years no less than three times the average annual salary of urban employees in Shanghai for the previous year, and have a good tax payment record; or
2. Have worked in China for the three consecutive years immediately preceding the application, hold a doctoral degree obtained from a key domestic university (a university included in the "world-class university and world-class discipline" list published by the Ministry of Education of the People’s Republic of China, the Ministry of Finance of the People’s Republic of China, and the National Development and Reform Commission) or an internationally renowned university (a university ranked among the top 100 in the Academic Ranking of World Universities), and the current work is closely related to the field in which the doctoral degree was earned.
The foreign spouses and unmarried children under the age of 18 of the aforementioned individuals, who comply with Chinese laws, are in good health, and have no criminal record, may apply for permanent residence together with the principal applicant.
II. Application Procedures
1. Documents to Be Submitted by the Principal Applicant (Foreign Doctoral Degree Holder):
(1) A duly completed Application Form for Permanent Residence in China, and two recent 2-inch identification photographs (See Notes below).
(2) The original valid passport and work-type residence permit, together with 2 photocopies thereof.
(3) The original doctoral degree certificate and verification certificate, together with 2 photocopies thereof. For degrees obtained from domestic educational institutions, a China Higher Education Qualification Certificate (Academic Degree) Verification Report (available through the China Higher Education Student Information and Career Center or the Shanghai Student Affairs Center) is required. For degrees obtained from overseas educational institutions, a Foreign Academic Degree Verification Certificate issued by the Chinese Service Center for Scholarly Exchange (CSCSE) of the Ministry of Education is required (available through the CSCSE's Overseas Academic Degree Verification System).
(4) The original Foreigner's Work Permit for the three consecutive years immediately preceding the application, together with 2 photocopies thereof, plus 2 printed copies of the information contained within the QR code of the work permit, or 2 printed copies of the electronic work permit information.
(5) The original employment certificate issued by the employer (must specify the field of the doctoral degree, and the nature and field of the current position), together with 1 photocopy thereof. Applicants applying under Requirement 1 must also provide the original salary certificate issued by the employer for the three-year period, together with 1 photocopy thereof.
(6) The duplicate of the Business License or the Legal Entity Registration Certificate for the employer(s) for the three-year period, along with the online annual reports for each of those three years; submit 2 photocopies thereof.
(7) The original individual income tax certificate issued by the Shanghai tax authority for the three consecutive years immediately preceding the application, together with 1 photocopy thereof.
(8) The original health certificate issued by the domestic exit-entry inspection and quarantine department, together with 1 photocopy thereof. The health certificate shall be valid within 6 months from the date of issuance.
(9) The original certificate of no criminal record issued abroad, authenticated by a Chinese embassy or consulate, together with 1 photocopy thereof. This certificate must be issued by a competent national authority and clearly state the verification results of the applicant's criminal record. The name on the certificate must match the name on the valid passport. If the applicant has changed their name, the former name(s) must be indicated on the certificate. If the applicant, after reaching 18 years of age, holds or has held dual or multiple nationalities, certificates of no criminal record from all countries of nationality are required. The certificate of no criminal record is valid for six months from the date of issue (or for a shorter period if specified on the certificate).
(10) The original certificate of no criminal record within China, together with 1 photocopy thereof (must cover all foreign passport numbers used by the applicant during their stay in China). This certificate is valid for three months from the date of issue.
2. Documents to Be Submitted by the Foreign Spouse:
(1) A duly completed Application Form for Permanent Residence in China, and two recent 2-inch identification photographs (See Notes below).
(2) The original valid passport and visa (or residence permit), together with 2 photocopies thereof.
(3) The original marriage certificate, together with 2 photocopies thereof. If issued abroad, it must be authenticated by a Chinese embassy or consulate. Such authentication is valid for six months from the date of issue. Additionally, 2 photocopies of the identification document used at the time of marriage registration must be submitted.
(4) The original health certificate issued by the China Exit-Entry Inspection and Quarantine Bureau, together with 1 photocopy thereof. The health certificate is valid for six months from the date of issue.
(5) The original certificate of no criminal record issued abroad, authenticated by a Chinese embassy or consulate, together with 1 photocopy thereof. This certificate must be issued by a competent national authority and clearly state the verification results of the applicant's criminal record. The name on the certificate must match the name on the valid passport. If the applicant has changed their name, the former name(s) must be indicated on the certificate. If the applicant, after reaching 18 years of age, holds or has held dual or multiple nationalities, certificates of no criminal record from all countries of nationality are required. The certificate of no criminal record is valid for six months from the date of issue (or for a shorter period if specified on the certificate).
(6) The original certificate of no criminal record within China, together with 1 photocopy thereof (must cover all foreign passport numbers used by the applicant during their stay in China). This certificate is valid for three months from the date of issue.
3. Documents to Be Submitted by Foreign Children under the Age of 18:
(1) A duly completed Application Form for Permanent Residence in China, and two recent 2-inch identification photographs (See Notes below).
(2) The original valid passport and visa (or residence permit), together with 2 photocopies thereof.
(3) The original birth certificate (or certificate of parental relationship, or adoption certificate; for children born out of wedlock, a paternity test certificate issued by a judicial appraisal institution within China for both parents and the child shall be submitted), together with 2 photocopies thereof.
(4) The original ID documents of both parents, and 2 photocopies thereof (if either parent is a resident of the Chinese mainland with household registration, the Resident ID Card and Household Registration Booklet shall be submitted).
(5) The original certificate of marriage relationship of the parents and 2 photocopies thereof (if the parents are divorced, provide proof that the principal applicant has sole guardianship of the child, such as a court judgment). If issued abroad, it must be authenticated by a Chinese embassy or consulate.
(6) If one or both parents were Chinese nationals at the time of the child’s birth, nationality determination procedures shall be completed prior to submission of the application.
★ Notes
(1) Applicants who have reached the age of 18 shall appear in person tosubmit the application. For applicants under the age of 18, both parents shall appear together forthe application (in case the parents are divorced, the parent having sole guardianship may apply on behalf of the applicant).
(2) The applicant shall have a digital identification photograph taken at a designated social service photo station within the Exit-Entry Administration service site of Shanghai and shall provide the digital photo receipt (valid for 3 months from the date of capture). In addition, 2 recent 2-inch identification photographsshall also be provided. The photographs shall be full-face, bareheaded color images with a white background, measuring 48mm x 33 mm. The width of the subject’s face shall be no less than 18mm±1mm. The top of the hairline shall be positioned 1.5mm to 2.5mm from the upper edge of the photograph. The lower position of the image shall ideally show the full shirt collar tips or the collarbone.
(3) If the applicant previously held Chinese nationality, the period of work and residence shall be calculated from the date on which their lack of Chinese nationality was confirmed in accordance with the Nationality Law of China.
(4) Foreign doctoral degree holders who come to China for post-doctoral research are not eligible to apply under this policy during their post-doctoral research period at a post-doctoral research station or mobile station.
(5) Upon submission of the application, the validity period of relevant documents such as the valid visa (or residence permit), Business License, Legal Entity Registration Certificate, High-Tech Enterprise Certificate, etc., shall be more than six months. If the validity period is less than six months, the documents may be updated during the subsequent review process to avoid affecting the review and approval.
(6) Applicants who have changed their nationality shall submit proof of nationality change. Applicants who previously held Chinese nationality shall also provide their original Chinese private passport, proof of foreign permanent residence (those who acquired foreign nationality while holding a Chinese official passport shall first complete renunciation procedures), proof of cancellation of household registration, and proof of cancellation of original Chinese identity documents (including Chinese Resident ID cards, Chinese exit-entry documents, etc.). Former Hong Kong, Macau, or Taiwan residents shall additionally submit proof of non-Chinese nationality (children of Hong Kong, Macau, or Taiwan residents shall provide proof of non-Hong Kong, Macau, or Taiwan resident status). When necessary, certificates issued abroad shall be authenticated by Chinese embassies or consulates abroad.
(7)Applicants whose names have been changed shall provide the original name change certificate or other proof demonstrating that the former and the current names refer to the same name person, together with 2 photocopies thereof.
(8) Materials in foreign languages shall be translated into Chinese by a qualified domestic translation company and affixed with the company’s official seal. Additionally, a photocopy of the translation company’s business license shall also be provided.
(9) If the applicant request that a Chinese name be printed on the Foreigner Permanent Residence ID Card, the applicant shall specify in the “Other issues to be explained” section of the Application Form: “ Need to print Chinese name on the card”. The Chinese characters used shall comply with the General Standard Chinese Character Table. For applicants who previously held Chinese nationality, their original Chinese name shall be added in principle. For applicants from countries with Chinese character usage (e.g., Japan, South Korea, Singapore, Malaysia) who possess Chinese character names, the corresponding standardized Chinese characters shall be adopted. Once a Chinese name is added to the Permanent Resident Card, it shall not be altered in principle. If alteration is absolutely necessary, proof of name change issued by a relevant domestic or foreign government authority shall be provided.
(10) For documents issued abroad, such as certificates of no criminal record, marriage certificates, birth certificates, proof of kinship, adoption certificates, name change certificates, etc., they may be issued by the competent authority of the relevant country and authenticated by a Chinese embassy or consulate in that country (if the relevant document is accompanied by an apostille issued by a state party to the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents (hereinafter referred to as the Convention), and upon verification, consular legalization is waived; for documents from non-contracting states or contracting states where the Convention does not apply, consular legalization procedures still apply). Alternatively, documents issued by the embassy or consulate of the relevant country in China may be submitted (if the document certifies materials issued by a government authority of that country, the certified materials must be attached, and the certification must confirm the authenticity of the documents; certification of "copy conforms to original" or certification of a personal declaration will not be accepted).
(11) If Exit-Entry Administration Bureau of the public security organ deems it necessary to conduct an interview with the applicant or require supplementary materials, the applicant shall cooperate accordingly. Failure to attend the interview or submit the required materials within the prescribed time limit, except due to force majeure, shall result in revocation of the application.

Time for Processing:
Upon submission of complete documents, the application will be processed and submitted to the Ministry of Public Security within 90 working days (investigation time required by public security authorities is not counted within the processing period).
